European Networking for satellite Telecommunication Roadmap for the governmental Users requiring Secure, inTeroperable, InnovativE and standardiseD services

ENTRUSTED is one the preparatory activities for EU GOVSATCOM - a new component of the European Space Programme (2021-2027). The aim of the GOVSATCOM initiative is to provide guaranteed, reliable, and cost-effective access to secure SatCom capacities and services for governmental users in Member States and EU institutions and agencies that manage safety and security-critical missions and operations, surveillance activities and operate critical infrastructures. Successful EU GOVSATCOM requires a clear definition of the users of potential services, their needs and associated requirements. It is important to ensure that future GOVSATCOM services will comply with user requirements to the maximum extent.  

ENTRUSTED is a research project funded under the EU Horizon 2020 Research and Innovation Programme.

The project will establish a consolidated set of governmental user requirements for the EU GOVSATCOM services, review available state-of-the-art SatCom user technologies, analyse future technology trends, and identify key technological factors for the future EU GOVSATCOM, including such aspects as standardisation and interoperability. To ensure that EU GOVSATCOM services meet user expectations, the ENTRUSTED consortium will define a Research and Innovation Roadmap and Coordination plan (R&I roadmap) for secure SatCom user technology. The R&I roadmap will include the proposal of actions and indication of investments necessary to close gaps between existing and foreseeable SatCom capabilities and user requirements. Project findings will inform future regulations regarding EU GOVSATCOM operational requirements, service portfolios, sharing and the prioritisation of EU GOVSATCOM services and security requirements.

Establish and maintain a representative, stable and simultaneously flexible Network of governmental Users (NoU) of secure SatCom services to enable a harmonised exchange of nformation between national representatives, EU institutions and agencies, potential end-users and other relevant stakeholders.

ENTRUSTED will leverage the uptake of secure satellite communication solutions among users through training, workshops, demonstration activities, and other communication and dissemination initiatives.

Identify and achieve a common understanding of governmental user needs and evolving use cases for secure SatCom systems, and to create a consolidated and prioritised set of user requirements for the future EU GOVSATCOM services.

ENTRUSTED will also review current and planned secure SatCom capabilities owned by EU national governments and commercial operators that could be used in EU GOVSATCOM.

Synergies map
Synergies map

Survey and assess relevant SatCom user technologies, both existing and future ones, taking into due consideration aspects of interoperability and the needs for standardisation.

ENTRUSTED will elaborate a synergies map that serves the uptake of secure governmental SatCom solutions among users from different communities, backgrounds and Member States, based on the different capabilities and requirements.

R&I roadmap
R&I roadmap

Define an EU Research and Innovation Roadmap and long-term Coordination plan (R&I roadmap) for secure SatCom user technology, to identify and prioritise actions that close the gaps between SatCom capabilities and user requirements.

The roadmap will provide guidelines for future GOVSATCOM user-related development activities, and support an efficient use of investments in secure SatCom made across the EU. ENTRUSTED recommendations may refer to necessary investments, user equipment and, if relevant, technological aspects to be considered in the design of future services (e.g., security aspects, Space and Ground Segment infrastructure, etc.) that could complement other on-going activities related to secure SatCom.

Outcomes

  • Sustained cooperation and exchange of information through a representative network of EU GOVSATCOM users;

  • Uptake of secure satellite communication solutions among users from different communities, backgrounds and Member States;

  • Efficient use of investments aligned with the Research & Innovation Roadmap and Coordination plan (R&I roadmap).
